From the manufacturer- "It contains a unique combination of organic & inorganic cleaners & patented corrosion inhibitors."
It is NSF 60 certified. So it has been tested and is certified safe for for use in drinking water systems. It is specficially meant for tankless water heater decaling. Unfortunately the exact chemical composition is not known.
